First off, for those of you who haven't played The Elder Scrolls IV: Oblivion, its an RPG (Very similiar to the [in]famous World Of Warcraft, but its not online) in which you create a character out of one of many races (Imperial citizens, Cat people (Kajhit), Lizard people(argonians), artic loving nords, High elves, etc. (theres 10 races in total) where you go on quests, get weapons, etc. One quality of this game is that its highly moddable (note: this would ONLY be for the pc version, NOT the xbox version or ps3 version), with enough scrpiting skill and some modeling skills, you could do just about anything to it.
My idea is to introduce the following characters: Zuko, Azula, mai, ty-lee, Aang, Katara, sokka, toph, iroh, and possibly others into the game (earth king would make sense), give them each a unique race (with the exeption of Katara, sokka, and toph... the former two could be nords (it would sort of make sense, being from the north pole and all) and toph could be an argonian... (just kidding, We could make her an imperial or somthing.) Aang could be an imperial too come to think of it, but with a custom skin. or we could just make him a custom race. Zuko, Azula, Ty-lee, Iroh, and Mai would all be of a special "fire nation" race (Amber eyes, bonuses in Destruction magic, Resistance against fire, Natural weakness to poison and frost, and if possible, all fireball-related destruction spells have a +X damage modifier added onto it, whereas X is level*2 or somthing). And that the basic idea is that the player could do quests for them and learn thier tales (and if it gets really advanced, do quests that pair them with other people).
Here is the idea for the back story:

TWO YEARS AGO.
Takes place after COD. All events transpire as normal, but with one difference: Shortly after ba-sing-se,Various Daderic portals open up, all of them leading to tamerial. The Gaang flies into one of these portals by mistake, seperating them in various cities in cyrodill. Aang and katara wind up in corral, Sokka winds up in Bravil, Toph and the earth king wind up in the imperial city, etc.
Meanwhile, Zuko makes his move and busts iroh out of prison (Though iroh doesn't see him do it.) and iroh likewise flees into one of these portals, winding up in Cheydinhal. Azula, mai, Ty-lee, and Zuko in hot pursuit, takes another portal, though she makes the mistake of entering it when its not entirely stable yet, seperating her crew into many parts of cyrodill (Example, Azula and mai wind up close to Bruma, Ty-lee winds up in anvil, and zuko, by a cruel twist of fate, winds up close to cheydinhal.) Unfortunately for everyone except azula, they all seem to be trapped there. Rumor is though that azula has a secret way back, thanks to the mythic dawn....
THE PRESENT
As everyone else settes into this new land, a plot by the fire nation unfolds. Conqurering thier world alone wasn't enough. This world must fall too! however, they realise that even with thier technology, the tamerielians would simply tear the fire nation limb for limb. They need a brother an arms, someone with previous experience, someone with a grudge against the land of tameriel...
Enter the dremora...
A combined Deadric and fire nation plot to overthrow the empire and bring tamriel to the flame is under way.
Where do you fit in? well thats totally up to you, isn't it? You could choose to reunite the Gaang and help them along thier path, while repelling a kvatch-like attack from the fire nation/deadric combined forces on the imperial city, eventually leading the gaang (and along with it, the imperial Legion) on a grand assault on the fire nation capital claiming victory not just for the fallen earth kingdom and air nomads, but also for the imperial legion, and will earn you your hard earned title... As EMPEROR OF THE LEGION!
Or you could join the fire nation, and Serve the fire nation with a Heart almost as cold as sithis himself, Elminating the Nussance Avatar and his annoying little group once and for all, and bring an end to this pathetic, leaderless empire, Working you way up the rank till your the fire lord.
Will you bring peace to a troubled world? Or will you Sell your empire into slavery to the fire nation? Will you help them find old loves... or create new ones? Will you find love yourself? The choices you make will impact world, so choose carefully...
FACTIONS:
The idea will feature some new factions to join.
Fire nation:
-Joinable?: yes. (Start azula's questline. See azulas quests for more info.)
-Type: Evil (joining this faction will AUTOMATICLY expell you from just about everything except the dark brotherhood (DB membership is required to join. Can be any rank to join.)
-Ranks: (WIP)
-Advantages: (after you complete the full quest)As fire lord/mistress Get monthly taxes (of over NINE THOUSSSAAAAANNNNDDD gold!), Ability to attack/murder/rob anyone (except azula, if your male, or ozai if your female if you chose to help him in the last mission instead of killing ).) WITHOUT GETTING A BOUNTY! All Imperial legion troops and city guards will be replaced with fire nation troops and dremora, so you can do anything to anyone without consequence (in fact, if you assault anyone in plain sight and they fight back, the dremora/Fire nation troops will promptly procede to beat them up for it.) And and you get to marry Azula or Ozai (depending on gender. otherwise you could wind up killing her as part of the quest)!! (Lower rank on up.) Fire nation troops wont attack you, access to a lot of fire-based enchanted weapontry. Dremora wont attack you (Other daedra, like Clannfears and deadroth will still attack you till the upper ranks)
-Disadvantages: (As fire lord) You have to marry azula if your male, ozai if your female.(------------------------SPOILER---------------------------: since you killed everyone else you could pair with.) Everyone outside of the fire nation palace hates you to your guts. (automatic zero disposition with everyone outside of the fire lords palace, minus the fire nation guards, dark brotherhood members and )
Requirements: Must be in the dark brotherhood, cannot be paired with anyone (Custom companion mods don't count obvoiusly, must not have helped any of the other characters.)
Imperial Legion (as a playable faction)
-Joinable?: yes. (you join them eventually while playing the GAANG's storyline. Though joining them will expell you from the Theives guild and/or Dark brotherhood.)
-Type: anti-evil.
-Advantages: BECOME EMPEROR! Imperial legion troops, city guards, and blades will follow you. Collect taxes from each of your new providences per month, and get ahold of Comphenscated weapons. Have inner peace knowing you've at long last brought peace to a world in turmoil. Can take or give anyone anything. VERY low prices in shops (who would dare scam the emperor?) Everyone not in the theives guild or dark brotherhood will have a permanent 100 percent disposition with you (even the ones in the fire natoin)
Disadvantages: Expells you from the theives guild and dark brotherhood. Fire nation bounty hunters and dark brotherhood assassins will occasionally appear at random and try to kill you. If your emperor, Blades will come to you in your sleep and demand to follow you.
Ranks: Trooper/Special operations/Commander/Captain/General/Emperor
Avatar's chosen:
-Joinable: yes (you join this after you complete the Gaang quest)
Advantages: Dunno. Most of the gaang will like you a lot more when doing this? not sure. also be able to have them follow you around as partners.

PAIRINGS:
If your reading this, it must be apparent that you are a shipper, or simply a sucker for romance. One of the great things about this idea is the ability to shape people's love life... or even your own! Thats right, you could pair yourself with some of the characters! Are you a fangirl thats always wanted a date with the blue spirit? how about a ty-lee fanboy? then this is your chance to pair your character with another! in adition to giving your characters romance, there are other things to gain from pairings other than just a warm and fuzzy feeling in your heart.
First off there are two types of pairings: NPC-NPC pairings (Zutara, Kataang, Sukka, Ty-lokka, etc) and self pairings. NPC-NPC pairings gives you gifts and stuff uppon completion, depending on them and certain "blessings". which increase certain stats. (Example, Kataang will give you permanent increases in all magic skills, while Zutara gives you increases in theives skills and some magic fields, while tophaang will give you increases in certain magic fields, defense and agility,) etc.
Self-pairings gives you Auras, which act just like the increases, but in addion also affect your paired partner too. Note: Other followers (like Oyren in the fighters guild quests, addon companions (Ruined tail, cheydinhal pets mod pets, etc) or other non paired followers (IE zuko, or the gang or any imperial troops during the later Legion missions.)) don't get the bonus.
On your journal, Pairings show up as Factions that you've joined.
(WARNING: Killing any of the paired people will make you lose the points. DO NOT do azulas quest line if you plan on getting these bonuses. On top of this, Self pairings will make your GF/BF essential (unable to be killed) so its not possible to join azula's quest with a paired character etc. it IS possible though to go ahead with the Gaang/Imperial legion missions with a paired character or paired characters.) I decided that to avoid conflicts, it woudl be better that you would simply not be able to do the Azula questline if you had helped out any of the other characters.
NPC-NPC pairings:
Kataang (Katara and aang): Avatar's Aura (permanent 10 point increase in restoration, conjuration, destruction, Mysticism, alteration, Illusion and alchemy. Permanent 5 point increase of willpower, personality, and Intellegience.)
Zutara: Thief's Yinyang (Permanent 10 point bonus to Illusion, Sneak, restoration, Destruction, Merchantile, light armor, security, and blade. permanent 5 point increase to Agility, intelegence, and speed.)
Tophaang: Blind bandit's inner peace. (Permanent 5 point increase in Block, heavy armor (rock armor get it?), Mysticism, Conjuration Alteration. Also 5 point increase in willpower, Endurance, Agility, and strength. On top of this you get an insanely cheap Summon Storm antrinarch spell that only costs 36 magicka at novice level.)
Sukka: Warriors song (Permanet 5 point increase in Blade, Blunt, block, Marksman, and Both light and heavy armors. Also 5 point increase in Agility, strength, and endurance.)
Tylokka: Pink arua (permanent 8 point increase in blunt, Acrobatics, athletics, and hand to hand. also 5 point increase in agility and speed.)

Player character pairings:
(MALE-ONLY)
Ty-lee: Acrobats aura (Permanent increase in Agility by 10, and speed by 10. also 10 point increase in athletics and Acrobatics. 20 point increase in hand to hand. You also get ty-lee's "Block chi" move, which is a lesser power similar to the lady birthsign's greater power, but costs roughly one quarter of your magica each time (it levels with you. at level one only disabling targets for 1 second, then by level 50 it keeps them down for a whole minute!)
Suki: kyoshi's blessing (Permantent 10 point increase in strength, endurance, and willpower. also 10 point increase in block, blade, heavy and light armors. As soon as your paired she also gives you an unsellable fan shield that has the defense power of a dwemer shield, but encumbers you by 0 points).
Katara: Artic Moon (Permanent 10 point increase in intellegence and willpower, also 10 point increases in Destruction, Conjuration, Alchemy, and restoration. You also get whats called "moon heal", a "disease" that regenerates your magicka, health, and fatiugue by +X per second at night, where X is your level. it can't be cured (why would you want it to be?) in addition, katara will attempt to touch-heal you if your health is getting low. Katara will also randomly cast a long lasting (100 second at level 1) conjure armor, thats a special type of armor: its actually ice, not daedric.(looks like glass armor, but counts as heavy armor and is blue) and has frost and fire resistance of 25 percent.)
Azula*: Angi's Insanity (+10 in all attributes. +10 in destruction, Conjuration, Illusion, athletics, and Acrobatics. You also get "Royal Immunity", The ability to Commit any crime without getting a bounty (unless its against azula or the fire lord. You also get "Sun healing", A disease that Resores your Magicka, Fatigue, and Health by +X points per second during the daytime, where X is your level.)
*= You can only pair with her if you quest in the "Rise of the fire nation" questline. you have no choice in this pairing if your male, as ozai will wed you to her without your consent.
FEMALE ONLY CHARACTERS.
Zuko: Blue Spirit (Permanent increase +10 in Agility and Speed. Also +10 in Blade, Sneak, Destruction, security, light armor and Illusion. On top of this, You will get "Dual blade", the ability to be able to weild and block with two matching blades (they have to be the same base weapon, and both have to be blades. (IE two silver longswords or two elven daggers or two dwemer shortswords. They CAN have different enchantments however (You could have one dwemer longsword that has a fire damage on strike enchantment and another dwemer longsword that has "weakness to fire 100% on strike" enchantment on it..). On top of this, you'll get "Sun healing", A disease that Resores your Magicka, Fatigue, and Health by +X points per second during the daytime, where X is your level.
Sokka: Water tribe ingenuity ( permanent increase +20 in strength, speed, and intellegence. +10 points in athletics, Blunt, Alchemy. sorry I can't think of any good side- abilities for him. Help?)
Ozai*: (same as azula)
NONROMANTIC PAIRINGS:
These doesn't actually count as a pairing, since you can't date them (being underage and all). You can however get these bonuses by asking them to follow you, and provided no one else is following you, you will get those bonuses. if you date with someone though, they'll leave you and go back to the city you told them to follow you from. The advantage of these pairings though is that You can get them with any gender character.
Aang: Avatar's power (fortified +10 intellegence and Willpower. +10 non-permanent bonuses to all magic skills (Alteration, Restoration, conjuration, Destruction, mysticism, alteration, Alchemy and illusion. casts random leveled helpful spells spells on you (Anything from fortify health to fortify attributes/skills/ to resistance to (whatever) to Feather, chamelion or invisibility, or random Conjuration spells on you. will cast another random one when the previous one has expired.)
Toph: Blind bandit's Independence (Fortified +10 Willpower, strength, and endurance, +10 nonpermanent conjuration, Mysticism, Block, etc. Once a day, she'll case a greater power "Rock warrior" conjur on both of you, giving you both a bound set of rocks and stones that acts like heavy armor (almost as tough as ebony armor!) and gives you a bound rock club. (one or two handed is completely random)
QUESTS
My idea heavily involves being able to go on some quests for characters. (note: you wouldn't be able to do all the quests, since some of them involve killing off other characters or doing things that conflict with other quests (IE Pairings). This is the way it should be IMO since it emphizises the importance of choices). Here are some of my ideas for quests for the characters:
Aang:
description: Aang Is the avatar, master of all four elements. That being, hes already skilled in element related arts. However, his accidental exile in this world has led him to study the other arts of magic as well (excluding necromancy, which he loathes to the very core.). That said, Aang is a wizard, through and through, being extremely skilled in the ways of magic.
Two years ago when he wound up in corrol, along with katara. the Imperial Legion, seeing as they were both minors, immediately put them up for adoption. Tekkeious, the local mage's guild hall master, sensed that the boy held great power, and even more potential for greater power, took it upon himself to adopt the boy, and Aang has been Tekkeious's adopted son ever since.
His one weakness is endurance and health, he doesn't have a lot of it, though his healing and conjuration spells well make up for it.
He hopes that one day he will be able to find a way back into his world, and finally free his world from the iron grip of the fire nation.
Location: Corral.... You'd find him in the mages guild (Being the avatar and all, why not learn some other magic while your there?) and maybe later in the arcane university.
QUESTS:
quest name: Young love Is eternal
Requirements: Fame Infamy, cannot be in the dark brotherhood, cannot be in the fire nation faction. katara must be unpaired.
First you'd have to raise his disposition, and be out of earshot of katara (either in another room or at a time of day when katara isn't in the guild. If you don't raise his disposition (to about 70. it shouldn't be that hard, given his personality, it would start at about 50 with no Fame/infamy modifiers), He'll be talkative, but won't give you the quest. after talking about "katara" he'll admit he loves her, but can't bring himself to do confess it. So you'll have to talk to katara. Unfortunately, you'll learn she has head out to gather aclchemical indgredients by (lake name). so you'll have to go there though. As you go there though, you'll see somthing isn't right: Theres a bunch of people wearing black robes by lake (Necromancers!). One of them will walk up to you, and start taunting you. Talk about "What have you done with Katara?!" the necromancer will say "Who that water flinging girl thingy? shes alive for now. I guarantee she won't be soon. Normally we'd kill your kind on sight, but this one was special... we needed a sacrifice, a live one this time. You unfortunately can't do a thing about it, we will kill you and make your courpse DANCE little one, oh yes we will!" they will then attack you after you kill them you'd be required to loot thier leader's body for a Note (Dictating thier orders, telling them that they knew of the young mage and hwo she came to the lake alive. also how the leader "needs her alive for a special experiment".) and a journal update saying that you should report this to Tekkeious, as he would know what to do. (if you try to be a hero and do it yourself, you'll find a huge rock door in the way which you can't open. only aang can open it.) Tekkieious will be outright shocked... "WHAT?! Those death-loving scumbags! We must find out where they're hiding so we can get that poor girl back safely while she still lives." and then there would be the dailoge option [Give Tekkious the note] (if you failed to loot the courpses, the journal would update saying you should check the bodies of the fallen necromancers for any sign of where thier home base might be) Tekkious would then say that he has heard of that cave, and that his adopted son (Aang) should be able to move the bolder. So aang would follow you and you'd basicly have to go to the cave (letting aang open the rock door for you) and kill all the necromancers in it up untill the last room. There it would appear as if your just in the nick of time. Katara is laying on a stone slab bed (like you often see in necromancer dungeons.) (though still clothed) which a whole bunch of necros standing around it. again you'd have to kill all of them. aang would wake katara up, and they'd share some dialogue, at which point aang would confess his love for her, and she would return it. and aang would thank you if you talked to him:
"I have to thank you for your help friend. I know if it wasn't for you, katara would be dead... if not worse. You have my eternal gratitute. If you need anything, and I mean anything at all, Come find me." after you could talk to him about "katara", Or "necromancers"
"Katara": I again thank you. I can't bear to think of what might have happened to her had we been but a few minutes late. I also have to thank you for somthing else... I was finally able to get my feelings out to her. Funny how fate works sometimes isn't it?
"Necromancers": I know the monks I was raised by told me that to wish death upon someone is a terrible sin, but anyone who desecrates the dead deserves no less, expecially when they would go as far as kidnap innocent people for as fuel for thier madness. The death we brought them was well deserved, make no mistake. I can't help but feel however that this is not the last time you'll run into them. (forshadowing of the mages guild missions or just dungeon raids in general.) After you get done talking to him they'll exit the cave, and you'll have acheived a kataang pairing!

Are you a fangirl thats always wanted a date with the blue spirit? how about a ty-lee fanboy? then this is your chance to pair your character with another! in adition to giving your characters romance, there are other things to gain from pairings other than just a warm and fuzzy feeling in your heart.
First off there are two types of pairings: NPC-NPC pairings (Zutara, Kataang, Sukka, Ty-lokka, etc) and self pairings. NPC-NPC pairings gives you gifts and stuff uppon completion, depending on them and certain "blessings". which increase certain stats. (Example, Kataang will give you permanent increases in all magic skills, while Zutara gives you increases in theives skills and some magic fields, while tophaang will give you increases in certain magic fields, defense and agility,) etc.
Self-pairings gives you Auras, which act just like the increases, but in addion also affect your paired partner too. Note: Other followers (like Oyren in the fighters guild quests, addon companions (Ruined tail, cheydinhal pets mod pets, etc) or other non paired followers (IE zuko, or the gang or any imperial troops during the later Legion missions.)) don't get the bonus.
On your journal, Pairings show up as Factions that you've joined.
NPC-NPC pairings:
Kataang (Katara and aang): Avatar's Aura (permanent 10 point increase in restoration, conjuration, destruction, Mysticism, alteration, Illusion and alchemy. Permanent 5 point increase of willpower, personality, and Intellegience.)
Zutara: Thief's Yinyang (Permanent 10 point bonus to Illusion, Sneak, restoration, Destruction, Merchantile, light armor, security, and blade. permanent 5 point increase to Agility, intelegence, and speed.)
Tophaang: Blind bandit's inner peace. (Permanent 5 point increase in Block, heavy armor (rock armor get it?), Mysticism, Conjuration Alteration. Also 5 point increase in willpower, Endurance, Agility, and strength. On top of this you get an insanely cheap Summon Storm antrinarch spell that only costs 36 magicka at novice level.)
Sukka: Warriors song (Permanet 5 point increase in Blade, Blunt, block, Marksman, and Both light and heavy armors. Also 5 point increase in Agility, strength, and endurance.)
Tylokka: Pink arua (permanent 8 point increase in blunt, Acrobatics, athletics, and hand to hand. also 5 point increase in agility and speed.)

Player character pairings:
(MALE-ONLY)
Ty-lee: Acrobats aura (Permanent increase in Agility by 10, and speed by 10. also 10 point increase in athletics and Acrobatics. 20 point increase in hand to hand. You also get ty-lee's "Block chi" move, which is a lesser power similar to the lady birthsign's greater power, but costs roughly one quarter of your magica each time (it levels with you. at level one only disabling targets for 1 second, then by level 50 it keeps them down for a whole minute!)
Suki: kyoshi's blessing (Permantent 10 point increase in strength, endurance, and willpower. also 10 point increase in block, blade, heavy and light armors. As soon as your paired she also gives you an unsellable fan shield that has the defense power of a dwemer shield, but encumbers you by 0 points).
Katara: Artic Moon (Permanent 10 point increase in intellegence and willpower, also 10 point increases in Destruction, Conjuration, Alchemy, and restoration. You also get whats called "moon heal", a "disease" that regenerates your magicka, health, and fatiugue by +X per second at night, where X is your level. it can't be cured (why would you want it to be?) in addition, katara will attempt to touch-heal you if your health is getting low. Katara will also randomly cast a long lasting (100 second at level 1) conjure armor, thats a special type of armor: its actually ice, not daedric.(looks like glass armor, but counts as heavy armor and is blue) and has frost and fire resistance of 25 percent.)
Azula*: Angi's Insanity (+10 in all attributes. +10 in destruction, Conjuration, Illusion, athletics, and Acrobatics. You also get "Royal Immunity", The ability to Commit any crime without getting a bounty (unless its against azula or the fire lord. You also get "Sun healing", A disease that Resores your Magicka, Fatigue, and Health by +X points per second during the daytime, where X is your level.)
*= You can only pair with her if you quest in the "Rise of the fire nation" questline. you have no choice in this pairing if your male, as ozai will wed you to her without your consent.
FEMALE ONLY CHARACTERS.
Zuko: Blue Spirit (Permanent increase +10 in Agility and Speed. Also +10 in Blade, Sneak, Destruction, security, light armor and Illusion. On top of this, You will get "Dual blade", the ability to be able to weild and block with two matching blades (they have to be the same base weapon, and both have to be blades. (IE two silver longswords or two elven daggers or two dwemer shortswords. They CAN have different enchantments however (You could have one dwemer longsword that has a fire damage on strike enchantment and another dwemer longsword that has "weakness to fire 100% on strike" enchantment on it..). On top of this, you'll get "Sun healing", A disease that Resores your Magicka, Fatigue, and Health by +X points per second during the daytime, where X is your level.
Sokka: Water tribe ingenuity ( permanent increase +20 in strength, speed, and intellegence. +10 points in athletics, Blunt, Alchemy. sorry I can't think of any good side- abilities for him. Help?)
Ozai*: (same as azula)
NONROMANTIC PAIRINGS:
These doesn't actually count as a pairing, since you can't date them (being underage and all). You can however get these bonuses by asking them to follow you, and provided no one else is following you, you will get those bonuses. if you date with someone though, they'll leave you and go back to the city you told them to follow you from. The advantage of these pairings though is that You can get them with any gender character.
Aang: Avatar's power (fortified +10 intellegence and Willpower. +10 non-permanent bonuses to all magic skills (Alteration, Restoration, conjuration, Destruction, mysticism, alteration, Alchemy and illusion. casts random leveled helpful spells spells on you (Anything from fortify health to fortify attributes/skills/ to resistance to (whatever) to Feather, chamelion or invisibility, or random Conjuration spells on you. will cast another random one when the previous one has expired.)
Toph: Blind bandit's Independence (Fortified +10 Willpower, strength, and endurance, +10 nonpermanent conjuration, Mysticism, Block, etc. Once a day, she'll case a greater power "Rock warrior" conjur on both of you, giving you both a bound set of rocks and stones that acts like heavy armor (almost as tough as ebony armor!) and gives you a bound rock club. (one or two handed is completely random)
QUESTS
My idea heavily involves being able to go on some quests for characters. (note: you wouldn't be able to do all the quests, since some of them involve killing off other characters or doing things that conflict with other quests (IE Pairings). This is the way it should be IMO since it emphizises the importance of choices). Here are some of my ideas for quests for the characters:
Aang:
description: Aang Is the avatar, master of all four elements. That being, hes already skilled in element related arts. However, his accidental exile in this world has led him to study the other arts of magic as well (excluding necromancy, which he loathes to the very core.). That said, Aang is a wizard, through and through, being extremely skilled in the ways of magic.
Two years ago when he wound up in corrol, along with katara. the Imperial Legion, seeing as they were both minors, immediately put them up for adoption. Tekkeious, the local mage's guild hall master, sensed that the boy held great power, and even more potential for greater power, took it upon himself to adopt the boy, and Aang has been Tekkeious's adopted son ever since.
His one weakness is endurance and health, he doesn't have a lot of it, though his healing and conjuration spells well make up for it.
He hopes that one day he will be able to find a way back into his world, and finally free his world from the iron grip of the fire nation.
Location: Corral.... You'd find him in the mages guild (Being the avatar and all, why not learn some other magic while your there?) and maybe later in the arcane university.
QUESTS:
quest name: Young love Is eternal
Requirements: Fame Infamy, cannot be in the dark brotherhood, cannot be in the fire nation faction. katara must be unpaired.
First you'd have to raise his disposition, and be out of earshot of katara (either in another room or at a time of day when katara isn't in the guild. If you don't raise his disposition (to about 70. it shouldn't be that hard, given his personality, it would start at about 50 with no Fame/infamy modifiers), He'll be talkative, but won't give you the quest. after talking about "katara" he'll admit he loves her, but can't bring himself to do confess it. So you'll have to talk to katara. Unfortunately, you'll learn she has head out to gather aclchemical indgredients by (lake name). so you'll have to go there though. As you go there though, you'll see somthing isn't right: Theres a bunch of people wearing black robes by lake (Necromancers!). One of them will walk up to you, and start taunting you. Talk about "What have you done with Katara?!" the necromancer will say "Who that water flinging girl thingy? shes alive for now. I guarantee she won't be soon. Normally we'd kill your kind on sight, but this one was special... we needed a sacrifice, a live one this time. You unfortunately can't do a thing about it, we will kill you and make your courpse DANCE little one, oh yes we will!" they will then attack you after you kill them you'd be required to loot thier leader's body for a Note (Dictating thier orders, telling them that they knew of the young mage and hwo she came to the lake alive. also how the leader "needs her alive for a special experiment".) and a journal update saying that you should report this to Tekkeious, as he would know what to do. (if you try to be a hero and do it yourself, you'll find a huge rock door in the way which you can't open. only aang can open it.) Tekkieious will be outright shocked... "WHAT?! Those death-loving scumbags! We must find out where they're hiding so we can get that poor girl back safely while she still lives." and then there would be the dailoge option [Give Tekkious the note] (if you failed to loot the courpses, the journal would update saying you should check the bodies of the fallen necromancers for any sign of where thier home base might be) Tekkious would then say that he has heard of that cave, and that his adopted son (Aang) should be able to move the bolder. So aang would follow you and you'd basicly have to go to the cave (letting aang open the rock door for you) and kill all the necromancers in it up untill the last room. There it would appear as if your just in the nick of time. Katara is laying on a stone slab bed (like you often see in necromancer dungeons.) (though still clothed) which a whole bunch of necros standing around it. again you'd have to kill all of them. aang would wake katara up, and they'd share some dialogue, at which point aang would confess his love for her, and she would return it. and aang would thank you if you talked to him:
"I have to thank you for your help friend. I know if it wasn't for you, katara would be dead... if not worse. You have my eternal gratitute. If you need anything, and I mean anything at all, Come find me." after you could talk to him about "katara", Or "necromancers"
"Katara": I again thank you. I can't bear to think of what might have happened to her had we been but a few minutes late. I also have to thank you for somthing else... I was finally able to get my feelings out to her. Funny how fate works sometimes isn't it?
"Necromancers": I know the monks I was raised by told me that to wish death upon someone is a terrible sin, but anyone who desecrates the dead deserves no less, expecially when they would go as far as kidnap innocent people for as fuel for thier madness. The death we brought them was well deserved, make no mistake. I can't help but feel however that this is not the last time you'll run into them. (forshadowing of the mages guild missions or just dungeon raids in general.) After you get done talking to him they'll exit the cave, and you'll have acheived a kataang pairing!
